The California DMV faces the need to standardize, consolidate and centralize the complex task of calculating vehicle registration fees in systems at the DMV headquarters in Sacramento and at 170 DMV field offices distributed throughout the state. Utilizing a Fair Isaac rules-based solution for its Vehicle Registration (VR) fee transactions for vessels, new business rules support for state-mandated laws regarding VR fee penalties can easily be updated with new legislative changes. With a reengineered VR fee system incorporating Fair Isaac’s Blaze Advisor business rules technology, the project facilitates the design and transition to a system that supports the department’s immediate and future business needs, while improving the quality of products and services the DMV offers to its customers.

«Fee calculation rules change often based on specific funding policies and new legislation,» stated Jerrianne Seitz, project manager of the Vehicle Registration Fee Computations Project at the DMV. «While the rules governing fee calculations are driven by laws, their current implementations are challenged by the need to maintain consistency between two legacy systems that are deployed on different software and hardware platforms. Using Blaze Advisor business rules technology will give our non-technical analysts, who are responsible for overseeing legislative compliance, the ability to ensure proper implementation of the rules in our VR fee systems without having to become programmers.» 

Rules management systems also provide benefits for managing public and social services. As part of the Lower Income Energy Assistance Program, the State of Kansas annually processes approximately 50,000 applications for financial assistance with energy costs. With numerous regional offices, the state lacked the centralized control needed to keep track of and enforce adjustments based on funding changes and program policies.
